The Council is financed from a parish rate which is set annually by councillors and collected by the District Council on behalf of the Parish Council, along with other rates. This is known as the Parish Precept.

The Council can spend up to £5.14 per elector per annum from the Precept on anything beneficial to the community for which there is no other specific legislation to cover spending.

The Parish Precept for Melksham Without for 2004/2005 is £65,500.
